Election Day Digest: New York’s 22nd Congressional District 

The 2024 election for New York’s 22nd Congressional District features a high-stakes contest between incumbent Republican Congressman Brandon Williams and Democratic challenger State Senator John Mannion. The district, encompassing parts of Central New York – including all of Onondaga and Madison Counties and parts of Cayuga, Cortland, and Oneida Counties – has been competitive in recent years, making this race a key battleground in determining control of the U.S. House of Representatives. Biden won the district by 12 points and Cook rates the seat as “lean Democrat” making Williams the only House Republican in a seat with that classification. Brandon Williams, a Navy veteran and former tech entrepreneur, was elected to Congress in 2022. A political outsider at the time, Williams won on a platform focused on economic growth, reducing government overreach, and addressing national security concerns. As a member of the House Republican Conference, Williams has aligned with the party’s fiscally conservative agenda, advocating for lower taxes, deregulation, and reduced federal spending. Williams champions policies aimed at boosting the local economy, reducing taxes, and cutting government regulations to encourage business expansion and job creation in Central New York. He supports strengthening U.S. national defense and securing the southern border, positioning himself as tough on illegal immigration and aligned with the Republican platform on national security. Williams has focused on reducing government spending and addressing inflation, consistently voting for measures to cut the federal deficit. Williams has painted Mannion as Governor Hochul’s “wingman,” suggesting that Mannion’s policies and political ties align too closely with the state’s Democratic leadership, which Williams argues has mishandled key issues such as taxes and crime.

John Mannion, a former high school biology teacher and longtime labor advocate, currently serves as State Senator for New York’s 50th District, which includes parts of Onondaga and Oswego counties. Known for his focus on education, healthcare, and labor issues, Mannion has built a reputation as a pragmatic leader who works across the aisle to deliver for his constituents. He is now seeking to unseat Williams and flip the district back to Democratic control. Mannion is running on a platform of expanding access to affordable healthcare, advocating on issues related to disabilities, protecting public education, and increasing investments in workforce development programs. He has significant support from labor including from AFT, NYSUT, and the NYS AFL-CIO, and he has been a vocal advocate for protecting reproductive rights, positioning himself against the efforts to limit access to abortion services. He has framed himself as a champion for working families, pushing for policies that provide economic relief to middle-class households, including tax relief, affordable childcare, and housing assistance. This week a political group announced they were canceling a planned $600,000 spend on ads supporting Mannion amid signs the race has tilted in his favor. In Mannion’s latest campaign ad, he addresses Williams’ allegations that Mannion mistreated his employees, which were proven false after an independent investigation. Mannion then went on the offensive, highlighting an incident where Williams allegedly threatened a former staff member at a holiday party.

Williams has the backing of national Republican organizations and fundraising networks, along with the benefit of name recognition. His background as a business leader and veteran resonates with fiscally conservative and pro-defense voters in the district. The district’s moderate and swing voters may be uncomfortable with his alignment with the GOP’s more conservative positions, especially on social issues like healthcare and reproductive rights.

Mannion’s background as a public servant and his ability to secure key funding for healthcare and education in his district have given him a strong local profile. His moderate stance on issues like public safety and fiscal policy could attract independents and disaffected Republicans, especially in a district known for its competitive nature. That said, the 22nd District has oscillated between Democratic and Republican control, and Mannion will need to mobilize a strong voter turnout, especially his supporters in more rural and conservative parts of the district.
